To discuss a strange sighting

Ok, just a quick one here, but worth noting.
I was just at the York Galleria Mall looking for people to interview. I was about to approach a elderly man dressed in camo (always a bad sign sighting camo inside a mall). Just before I reached him, he pulled a shaving razor out of his bag, brand new.
He then proceeded to shave his knuckles.
His knuckles, boys and girls. In a mall. Hair. Knuckles. Shaved.
Is this one of those, "You know you're back in Pa. when..." deals?
